Bitfinex Spotlights Ethereum Debate Over Validator Rewards and Security Budget

The most controversial debate over monetary policy in Ethereum since the event known as the Merge returned to the spotlight in August 2026, and Bitfinex was one of the participants to address its implications.

A group of six researchers, including Justin Drake of the Ethereum Foundation and Jérôme de Tychey, co-founder of the Ethereum Community Conference, published on August 4 the proposal EIP-8363, named Tapered Issuance Burn.

The initiative proposes burning a growing fraction of validator rewards as the percentage of $ETH staked rises, bringing the net issuance of the consensus layer to zero when the staking ratio reaches 50%. Today, approximately 41.9 million $ETH — 34.7% of the total supply — are staked, with consensus yields close to 2.6%.

The Heart of the Debate over Ethereum’s Issuance

The proposed mechanism would activate gradually over approximately 18 months. The authors argue that the current issuance curve never stops incentivizing staking, since yields do not fall below 1.5% regardless of the volume locked. Ethereum’s validator entry queue absorbs approximately 1.75 million $ETH per month, and the authors project that more than 55% of the supply could be staked by 2028 — a situation that, in their reading, implies paying increasingly more for security the network no longer needs at that scale.

The proposal was discussed during consensus layer developer call number 184, but it was not included in the formal consideration list and no client team publicly endorsed it. The deadline to submit it for the Hegotá upgrade cycle — the improvement planned after the Glamsterdam fork — expired without success.

The Cost of Bringing Yields to Zero

The most forceful objections came from DeFi builders. Stani Kulechov, founder of Aave, and Mike Silagadze, CEO of Ether.fi, argued on the Bankless podcast that the staking yield functions as the risk-free rate of the on-chain ecosystem, the equivalent of the Treasury bill rate in traditional finance.

Silagadze warned that home validators operate near the break-even point around 2% and that the majority would leave the network below that level, according to a recent ETHStaker survey. The result, he noted, would be an accelerated consolidation among large-scale liquid staking token providers, the exact opposite of the decentralization the proposal invokes as its justification.

Kulechov added that an Ethereum without yield would become a funding leg: the asset that operators borrow and sell to hold something productive, replicating the dynamics of the yen in the global carry trade for decades. $ETH treasury companies such as BitMine and SharpLink, and ETF issuers would also be exposed, given that their models incorporate staking cash flow as a central variable. The realistic paths remaining for EIP-8363 are a reformulated version aimed at a later fork or its quiet withdrawal.
